OgilvieStewart Regan and Neil Doncaster want to discover the views of fans on Financial Fair Play.

SFA chief executive Regan should be very familiar with the requests of a group of named Celtic shareholders who have been corresponding about the 2011 license given to Rangers (IL) despite the club having overdue tax payables on June 30.

Doncaster and Regan are almost veterans in their positions having sat through the events of 2012 with the full backing of their member clubs while picking up significant salary hikes along the way.

Using the SPFL facebook page at the weekend to kick things off the survey asks a series of questions, many of them surprisingly close to the demands of online supporters concerned about the lack of accountability from two groups that receive substantial government funding.

Introducing the survey Regan claimed: “We are delighted to work in partnership with the SPFL and SDS (Supporters Direct Scotland) to launch this year’s Scottish Football Supporters Survey. The Scottish FA is committed to improving the game at all levels and the feedback from the fans – the lifeblood of the game – is important in shaping our plans for the future.”

Doncaster added: “The SPFL welcomes this survey and the opportunity it provides to hear and take on board the views of Scottish football supporters around the issues of most interest and concern to them.”

According to the launch material ‘supporter views have been taken on board and helped achieve the implementation of innovations such as:

The creation of a single league body, the SPFL
• The creation of the Premiership Play-Offs
• The appointment of SDS and other independent groups (Players, Coaches and Referee Representatives) to the Scottish FA Congress
• The reformatting of the League Cup

In a bid to support governance of the game perhaps Regan and Ogilvie could publish in full the Five Way Agreement that they signed upto in 2012 to give Charles Green’s Sevco conditional membership of the SFA, a form of membership not in the SFA rules.

The statement claimed: “We are pleased to confirm that agreement has been reached on all outstanding points relating to the transfer of the Scottish FA membership between Rangers FC (In Administration), and Sevco Scotland Ltd, who will be the new owners of The Rangers Football Club.

“A conditional membership will be issued to Sevco Scotland Ltd today, allowing Sunday’s Ramsdens Cup tie against Brechin City to go ahead.

“Following the completion of all legal documentation, the Scottish Premier League will conduct the formal transfer of the league share between RFC (IA) and Dundee FC on no later than Friday 3rd August 2012. At this point, the transfer of Scottish FA membership will be complete.”

Once a transparent licensing system is published, Financial Fair Play introduced and agent fees are published the organisers of the survey will be able to congratulate themselves for ‘fan engagement’.
