Was signed by Brendan Rodgers in July 2015 after scoring 11 Premier League goals for a Burnley side that was relegated.
October of that year saw him make his England debut away to Lithuania but that was on the back of Rodgers being sacked.
Little has gone right for Ings in the 22 months since with a Sinclair type move to Celtic likely to be very appealing.
He can play out wide or through the centre which could suit Celtic down to the ground should Liverpool and the player be able to agree the terms of a deal.
MARTIN KELLY
His career really seemed to be taking off when Rodgers took over at Liverpool but an anterior cruciate ligament in 2012 brought his progress to a halt.
Glen Johnson blocked his first team path with Crystal Palace offering a fresh start in the summer of 2014.
Although he has racked up 63 Premier League starts at Selhurst Park his potential has yet to be realised.
With a year left on his contract he may have more ambitions that simply having a bit part role in the annual battle to avoid relegation from the Premier League.

Was heavily linked with a move to Celtic last summer but the hoops moved for Kolo Toure as Flanagan elected for Burnley.
While everything went well for Sean Dyche Flanagan only managed to start three Premier League matches with his career continuing to stall.
He seemed to have everything to play for as he broke into the Liverpool side making a big impression during the 2013/14 season and just missing out on a place in the England World Cup squad.
He still has two years to run on his contract but badly needs a run of games to stand a chance of realising his early potential.
JORDAN IBE
While at Liverpool he was sent out on loan to Birmingham and Derby as Rodgers developed the winger towards the Anfield first team.
That development plan came to a halt when Bournemouth slapped in a £15m bid last summer which was enough for Jurgen Klopp to cash those chips in.
Life on the south coast has proved more difficult that expected with no goals coming from 13 Premier League starts and the same amount of substitute appearances last season.
A loan deal is much more likely than attempting to put together £15m plus wages but as he tries to break into the Bournemouth side ‘doing a Scott Sinclair’ must seem very appealing.
