King, recently described as a shameless and glib liar by a South African judge, has been heavily linked with joining the two man board at League One side Sevco.

King was a director of Rangers for over a decade, signing off the club accounts as part of his duties, under the leadership of Dave Murray followed by Craigy Whyte.

When Rangers went into administration followed by liquidation King was a director which in most circumstances would result in a ban from holding a directorship with another club.

However as the events of the last 18 months have illustrated Regan, guided by Campbell Ogilvie and Sandy Bryson, will ignore the rules if they are detrimental to any club wearing blue from Ibrox.

In a rare media appearance Regan spoke to Radio Scotland today making regular reference to Article 10 of the SFA’s Articles of Association.

Section (j) of the Article mentions disqualifications if : ‘he has been a director of a club in membership of any National Association within the 5-year period preceding such club having undergone an insolvency event’.

Crucially however the Article also states that: ‘The Board hereby reserves its discretion as to whether or not such a person is fit and proper, as aforesaid, after due consideration of all relevant facts which the Board has in its possession and knowledge, including the undernoted list which is acknowledged to be illustrative and not exhaustive.’

In real terms that get-out allows Regan to do anything he likes with no-one to answer to within the corridors of Hampden.

Speaking to the state broadcaster about claims that King had been assured there would be no problems with the SFA Regan said: “There’ll be mitigating factors and we’re hypothesising.

“Article 10 tells us exactly what’s allowed under ‘fit and proper’. We have had no contact from Rangers or anyone else regarding Dave King.

“As far as we are concerned, any suggestions that he has no issues as far as the SFA’s fit and proper test is concerned is a little premature.

“I spoke to [director] Brian Stockbridge last night and he assured me that as far as the club is concerned there is no discussion on Dave King’s fit and proper requirements.

“Until the process is kicked off it is very difficult for us to make any comment. You need full disclosure of the facts and that requires the club to lay those out to us, if they believe there are issues the PGB (Professional Game Board) need to consider.”

As well as being a director of Rangers as they went into liquidation leaving over 500 creditors unpaid King was recently convicted on 41 accounts of tax evasion by the South African authorities.

Rather than face 82 years in jail King paid a fine of almost £45m and is now set to be welcomed into Scottish football.

    They haven’t got a pair between the lot of them at Hamdump. Is this fit and proper thing an SFA thing or a UEFA thing? I certainly hope it’s the latter.

    Why would anybody outside of Sevco and the SFA be surprised by this? These guys know no shame. A convicted lying tax fraud effectively taking over a company re incarnated out of one that failed to pay its taxes and other debts. Only in Scotland (and N. Ireland in bygone years) would someone get away with this. Shame on you Mr regan

    So if the club says there is no problem, like they did with Craig Whyte, and as they did with Chas Green’s involvement with Craig Whyte during the administration then Dave King will just walk back in through the door.

    Basically the way I read the above it is up to the club to tell the SFA there is a problem.
    Well we all know how that pans out then.

    Sadly we all know this is how it will carry on until they get to the top league (for the first time I might add).

    Lots of..nothing to see here… and .. move along timmy.. coming our way over the next few years. If ever there was a reason to walk away from scottish football this is it. That really won’t happen though and we’ll just carry on as if nothing has happened. By doing nothing we, as a club and supporters have no right to complain.

    Regan was also asked why the dead club had been granted a licence to play in Europe in 2011 ,when there were obvious problems at Ibrox then? ,he passed the buck to UEFA on that one.I then watched him on Alba at the Scotland ladies game telling everyone how great the SFA are at improving Scottish football .At this point my dinner reappeared.

    On a lighter note it seems a RFC supporters club in Inverness (That closed due to unpaid taxes,SHOCKER!!)is to be turned into a eco-friendly(Green) mosque…..praise to Allah !!…..not Ally for a change

    Ducked and dived all over the place

    He distanced himself from the decision to grant Rangers a licence in March 2011

    He said that the licensing committee had to take a decision on 31 3 2011 as to whether Rangers should be granted a licence

    Went on to say that having determined that they were compliant on 31 3 2011 any challenge thereafter would have to come from UEFA. As no challenge has been forthcoming Regan is assuming that all is well

    Two things strike me about this

    Firstly Regan himself is taking no responsibility for the decision. It was all the committee’s ping

    Secondly if evidence were to emerge that the committee was lied to – told that tax payments were up to date when they weren’t – then the committee would do nothing unless UEFA wee to tell them that they had to.

    Regan is determined not to look too closely at Rangers and Sevco

    The whole thing is putrid

      Even Romario wants the Brazilian supporters to protest about FIFA and the rest of them during the World Cup.

    The huns given illegal licenses to play in Europe at the behest of the SFA headed by Ogilvey.

    The acceptance by the sfa that it was not necessary for the huns to show their yearly figures if it didn’t suit them.

    The illegal entrance to the SFL with no books whatso ever ahead of teams waiting their turn and playing within the rules.

    Playing against ten men repeatedly and recieving penalties when necessary in the fourth tier because sleekit is bellow inept as a manager.

    I see some kind of patern developing here, and I’m sure I’ve missed plenty.

    Never heard the interview with Reagan, wouldn’t waste my time anyway. However I believe that the onus is on the CLUBS to carry out such a procedure for Fit & Proper. Currently King is not connected with Sevco, therefore SFA can do hee haw.

    I also think the AIM might have some say in matters, even though they are much more lax than full stock market trading regulations – they must still abide by some rulings.

    Either way I’m not bothered….who but a complete idiot would welcome someone with 41 cases of PROVEN tax fraud against their name as a saviour !!

    King was at the meeting in Zurich with Whyte – Green & Ellis prior to Whyte buying the club so all part of the same underhand spivco scheme to rip the fans off. Out of the frying pan springs to mind….they are going nowhere fast except to oblivion.
