The defender has a year left on his contract at Spurs with all parties looking for a permanent move rather than another season out on loan.
Celtic are believed to be looking for one more central defender to supplement Carl Starfelt, Nir Bitton, Chris Jullien and Stephen Welsh.

Carter-Vickers was a regular on loan at Bournemouth last season but after seven years at Spurs he is looking to set down some roots with a permanent move.
Newcastle lost out on signing Kris Ajer when the Norwegian moved to Brentford, manager Steve Bruce is having the club’s traditional battle to try and release funds to be invested in the team.
In terms of wages it would be difficult to see Celtic competing with Newcastle, the hoops have also been credited with an interest in Liverpool central defender Ben Davies.
