    1. Current IFAB law 14 states nothing about the goalkeeper moving, but confirms:

      The defending goalkeeper must remain on the goal line, facing the kicker, between the goalposts, until the ball is kicked. (Butland was clearly behind the goal line in goal mouth)

      When the ball is kicked, the defending goalkeeper must have at least part of one foot touching, in line with, or behind, the goal line. (Butland moved toward goal line when ball was kicked)
